நீலகிரி மலையின் அடிவாரம் என்றழைக்கப்படும் கூடலூரில் அமையப்பெற்ற இக்கல்லூரிக்கு ரூ.50 லட்சம் தமிழக அரசு நிதி ஒதுக்கீடு செய்தது. இப்பகுதியில் கல்லூரி என்ற கனவு 17-09-2003 அன்று உதகையில் நடைபெற்ற நீலகிரி மாவட்டத்திற்கான நலத்திட்ட உதவிகள் வழங்கும் விழாவில் முன்னாள் சுற்றுலாத்துறை அமைச்சர் மாண்புமிகு அ.மில்லர் அவர்களின் வேண்டுகோளின்படி அறிவிக்கப்பட்டு 18 நாட்களிலேயே தமிழக முதல்வர் அவர்கள் சென்னையில் தொடங்கி வைத்தார். இக்கல்லூரி பாரதியார் பல்கலைக் கழகத்தின் (கோவை) கட்டுப்பாட்டிற்குள் இப்பல்கலைக் கழகத்தின் இணைப்புக் கல்லூரியாக உருவெடுத்தது. முன்னாள் கல்வி அமைச்சர் திரு. செ.செம்மலை, பாரதியார் பல்கலைக் கழகத்தின் துணை வேந்தர் முனைவர். S.சிவசுப்பிரமணியன் மற்றும் பதிவாளராக இருந்த முனைவர் C.சுப்பிரமணியம். ஆகியோரின் ஒத்துழைப்போடு பாரதியார் பல்கலைக் கழகத்தின் முதல் இணைப்புக் கல்லூரியாக ஆரம்பிக்கப்பட்டது.
